Main idea is to provide a representative town hall square with a pedestrian friendly main street. The main square is divided into sections according to their functions – cultural square, central square and flag square.

The landscape architecture has to solve the problem of unmaintained parks to bring life into them and also bring green into a busy main street. The two parks which are in the competition area, are very different. One is dedicated to an Estonian poet and the other one is cut away by a new housing development and needs a new perspective.
